Aquaponics set up Campaign

Our community has started with a community garden as part of this we decided to have houses in your street take part and set up a home self sustainable project.  Each house that take part will plant veggies and then we can swop around in the community.  Because we have a few equipment we decided to start the aquaponics.  But due to financial restrictions this is how far we are with it....see picture.  Please help us, my husband to create a aquaponics system that not only we can benefit veggies from but also the community.  As part of the aquaponic system we will have to ensure that the fishes can survive when electricity is down. (pumps on solar).
